  • 2 pounds ground beef
  • 1 small onion chopped small
  • 0.666 cup uncooked rice
  • 1 teaspoon chili powder
  • 1 teaspoon garlic powder
  • 1 teaspoon kosher salt
  • 0.25 teaspoon black pepper
  • 24 ounces crushed tomatoes
  • 15 ounces tomato sauce
  • 2 tablespoons white wine vinegar
  • 0.33 cup light brown sugar

Method
 

Preparation Steps
  1. Preheat the oven to 350°F. Spread the cabbage across the bottom of a 9x13 dish. In a large skillet, cook the ground beef with chopped onion until browned. Drain excess grease.
  2. Add uncooked rice, chili powder, garlic powder, salt, and black pepper to the skillet with the beef and onion. Stir in crushed tomatoes. Spread the mixture evenly over the cabbage in the baking dish.
  3. Mix tomato sauce, light brown sugar, and white wine vinegar. Pour over the beef mixture. Cover with foil and bake for 90 minutes. Uncover and rest for 5-10 minutes before serving.
