  • 1 head medium cabbage
  • 2 pounds ground beef
  • 1 small onion
  • 0.666 cup uncooked rice
  • 1 teaspoon chili powder
  • 1 teaspoon garlic powder
  • 1 teaspoon kosher salt
  • 0.25 teaspoon freshly ground black pepper
  • 24 ounces crushed tomatoes
  • 15 ounces tomato sauce
  • 2 tablespoons white wine vinegar
  • 0.33 cup light brown sugar

Method
 

Preparation Steps
  1. Preheat oven to 350°F. Slice cabbage into strips and spread in the bottom of a greased baking dish.
  2. In a skillet, cook ground beef and chopped onion until browned. Drain excess fat.
  3. Add rice, chili powder, garlic powder, salt, and pepper to the skillet with beef and onion. Mix in crushed tomatoes and stir well. Spread mixture over cabbage in baking dish.
  4. Mix together tomato sauce, sugar, and vinegar. Pour over the casserole. Cover with foil and bake for 90 minutes.
  5. Uncover and let rest for 5-10 minutes before serving.
