- In a small bowl, whisk together the soy sauce, honey, ketchup, rice vinegar, minced garlic, grated ginger, and red pepper flakes (if using).
- Place the chicken thighs in the slow cooker. Pour the honey garlic sauce over the chicken.
- Cover and cook on low for 3-4 hours, or on high for 2-3 hours, until the chicken is cooked through and tender.
- In a small bowl, whisk together the cornstarch and water to create a slurry. Stir the slurry into the slow cooker with the chicken and sauce.
- Cover and cook for an additional 15-20 minutes on high, or until the sauce has thickened.
- Serve the honey garlic chicken over rice, garnished with sesame seeds and chopped green onions if desired.
